September 8, 2025

Port Moresby, PNG – The Fiji Learning Institute for Public Service (FLIPS) today signed a Memorandum of Understanding (MoU) with the Somare Institute of Leadership and Governance (SILAG) in Papua New Guinea.

The agreement establishes cooperation between the two institutes in areas of capacity building, learning design and delivery, joint civil service programs, research and development, staff attachments, resource sharing, and the hosting of workshops and seminars at national and subnational levels.

Acting Permanent Secretary for the Ministry of Civil Service and Acting Chief Executive Officer-FLIPS, Mr. Pita Tagicakirewa, said the collaboration provides an opportunity to learn from one of the region’s leading public service training institutions.

“This partnership supports FLIPS’s vision to strengthen the capacity of Fiji’s civil servants through continuous learning and development at national, regional, and international levels,” Mr. Tagicakirewa said.

SILAG CEO Mr. Michael Barobe in welcoming the FLIPS delegation emphasized the significance of this MoU Signing to ensure that the public servants from both countries are trained well and ensure that government services are delivered in terms of competency and capacity building.

“SILAG is like a workshop for the public service for training and upskilling – capacity building for the civil service in this country,” he said.

FLIPS is mandated to equip civil servants with the skills and knowledge necessary to improve public service delivery and contribute to better standards of living for the people of Fiji.
